how does the new frequency project 25 work for digital police scanners does anyone know how it works?
my dad works for the dot (department of transportation) and i want to hear what they are talking about so i want to know the code or how that works like if there is something in the radio or what
APCO Project 25 or P-25 is a two phased project to utilize a digital format for all users of radios.
Most systems right now are in Phase I, later Phase II which add additional features to increase spectrum/frequency use will allow for 2:1 users.

If you want to listen to most federal agencies (if not encrypted) you will need P25 that includes Civil Air Patrol (CAP) as the federal version of the FCC called the NTIA requires use of P25.
P25 is not the only digital format available others include:
ProVoice (UNMONITORABLE)
OpenSky (UNMONITORABLE)
iDEN (UNMONITORABLE)
Mototrbo (UNMONITORABLE)
ProVoice is common on EDACS trunked systems and employs the same encoder for the voice as P25 but the other bits of the protocol are just different enough to make it not work (intentional by its maker M/A-Com)
To monitor a P25 conventional or trunked system will require one of the new digital scanners:

You can expect to pay $500-600, with $200-250 of that being a LICENSE FEE to DVSI who created the encoder used in the P25 project.
