This fully depends on the agency. Most agencies provide you the equipment. There are still a few agencies that require you to purchase your gear or provide a "Uniform Budget."
On that note, costs for your duty gear can vary. You can start at base bottom nylon gear or you can purchase top of the line leather gear. (Galls has outer duty belts running from $16 for nylon to $40 for leather.) Also, what gear will your agency let you purchase and carry? Some agencies must vet all gear carried by their officers for liability purposes.
