I just started to collect police patches what's the best and fasted way to contact the depts to have one sent

i've tryed e-mail but with no responce

You pretty much have to write and mail a letter to each department you are interested in. Include a self addressed legal size envelope and most of them will put postage on for you. Address the letter and the envelope to the police chief (or sheriff, basically the head of the department) When I worked at a large PD, in 10 years I never saw them refuse anyone who contacted them like this. Most departments have a webpage that has thier mailing addy for you.
