Is it ethical for a police officer to conduct an investigation when he has ties to the alleged victim?

A police officer is conducting a criminal investigation . The victim and the police officer have been friends for years. The police officer has been employing the victim for professional representation/services for years.

Is there a code of ethics or rules that governs law enforcement to conduct an impartial investigation?

Here's the Code of Ethics for California law enforcement officers:

As a law enforcement officer, my fundamental duty is to serve the community; to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation and the peaceful against violence or disorder; and to respect the constitutional rights of all men to liberty, equality and justice.

I will keep my private life unsullied as an example to all and will behave in a manner that does not bring discredit to me or my agency. I will maintain courageous calm in the face of danger, scorn, or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed in both my personal and official life. I will be exemplary in obeying the law and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever-secret unless revelation is necessary in the performance of my duty.

I will never act officiously or permit personal feelings, prejudices, political beliefs, aspirations, animosities or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without fear or favor, malice or ill-will, never employing unnecessary force or violence and never accepting gratuities.

I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of the police service.

I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my chosen profession... law enforcement. I will never engage in acts of corruption or bribery, nor will I condone such acts by other police officers. I will cooperate with all legally authorized agencies and their representatives in the pursuit of justice.

I know that I alone am responsible for my own standard of professional performance and will take every reasonable opportunity to enhance and improve my level of knowledge and competence.

I don't know that I see anywhere in there where the situation you're describing necessarily violates the Code. In fact, part of the Code specifically says we won't, "permit personal feelings, prejudices, political beliefs, aspirations, animosities or friendships to influence my decisions." I suspect that's there because large or small department, it's always possible that we might have to deal with a friend or family member at the drop of a hat, and without anyone else being able to deal with the issue right away.

Having said that, it's always best to avoid the appearance of impropriety. The department you're talking about might also have some type of regulations about this sort of thing. But it's also entirely possible that there's no problem here - hard to say without knowing what the investigation is about.

Becoming a police officer in the United Kingdom is not a simple process and it takes hard work and dedication to pass a tough recruitment process. Each years thousands of applicants apply to join the police every year but it is only the select through that make it all the way through the police recruitment process.

Many applicants do not understand the full process of police recruitment in the UK and they often become confused about how they begin the whole process. Firstly, there is an application form stage, then an assessment centre, fitness test and security and developed vetting. It is important to note that some force will require candidates to undertake another interview with the force they are looking to join before being offered the job. This does not form part of the national recruitment process but is more an individual force requirement. So the second point is that each candidate goes through the same application process.

The third point to note is you can only obtain a police application form as and when your local force is recruiting so you cannot download a form all year round. The best place to look for a police application form is to check your local police force website on a regular basis and when they starting hiring again a job profile will be posted. It is here where you will be able to download a police application form.

Typically police forces will post a job for a limited amount of time and once this period has expired they will remove the application form from the website. The candidate must then complete the form and return it within a defined period of time to be considered for the next stage.

Once submitted the police application form begins the police recruitment process and enters the sift stage. This is where all the application forms are examined to evaluate the responses provided. Should a candidate meet the requirements and demonstrate that they possess the qualities of a police officer they are then invited to attend an assessment centre.
